i dont have a paypal account, but i want to buy a phone on ebay….. i have a pre-paid visa gift card but the merchant says they only accept payment through paypal does that mean i cant buy that item unless i have a paypal account???

Yes if the seller only accepts Paypal then you can only pay for the item if you have a Paypal account. You could try and contact the seller and see if he/she is willing and able to accept the gift card that you have, but usually these sellers only deal with Paypal accounts and not credit card accounts such as Visa, MC, Discover etc.

I am pretty sure that you can pay by credit card without an account. Have you tried clicking on the PayPal link?

PayPal is a system by which you link you bank account and debit card/credit card to an account whereby the seller does not have access to your bank or credit cards details making transactions safer.
You can sign up via the PayPal website. I’ve been using it for five years now with few problems.

PayPal is an online service to buy things its not like a credit card it cant get you into any debt but it takes money out of your registered bank account once your bank account has no money left your paypal account may exxpire or you may not be able to buy anthing until you reach a certain ammount in your bank account
