Anyway, this kind of restrictions come mainly for political reasons, I think. And things got worse after the 9/11, it seems the so-called First World Countries look at any movement of funds as a potential terrorism financing.  Paypal has even set up a company in Singapore to handle the non-USA residents' accounts. 

This is all so crazy it's almost unbelievable. Take Clickbank for instance: they offer accounts for people living in Botswana and South Korea but don't offer an account for any Latin America Country.</description>
