Do I need a tax id and a business license for a website?

I am planning on creating a website where I will be promoting a product to sell for some other website, do I need a tax id and a business license? I mean, since I am not using any merchant account, just promoting a product from another website.

The only account you need is one with which you will be collecting money. ie; ccbill etc. Check with your state and local laws first but this is going to be true for any place in the free country. Enjoy your freedom.
