Yes you are scammed. The officer cannot collect the fines. You have to pay only to the court.
Also, speeding is an infraction violation and you cant be arrested for this.

Do you have the credit card statement which contains this transaction?
I do not think we can do anything since this happenned 9 years ago.

some states do this. it’s better to get payment then and be done with it. as well the states that do do this add no points or insurance hikes to your driving if you pay it on the spot. I do not know the states that still do this. I do know that PA. does not do this. ..

.. it’s not a scam it is to insure that they recive payment. mainly in states that border other countries. ie. mexico.

I don’t think so..you should never have to pay a ticket on the spot.

If you were going to go to jail they would have taken you to jail.

first thing is there is NO such thing as a International Drivers license
if see ads for this you are being scammed there is something called
a international drivers permit but all this is a piece of paper which
is translation your regular drivers license into several different languages that all the IDP is
2ND why are you asking something that happen 9 years ago now?
I also noticed you never said what state you where
a lot of states have Highway patrol officers
just name some California, Nevada, North Carolina, etc
