Most credit card applications are analyzed by a computer generated scoring system. However they are further analyzed by the underwriting dept. if the person is not accepted right away or the applicant asks for further review. I know for sure "GE Money Bank" does the credit card applications for JC Penney, Mervyns, and Wal Mart credit cards. I will put in a link below for you. For target it would be Target National Bank 3901 West 53rd Street Sioux Falls, SD. 57106-4216.
