Can you accept credit cards without a merchant account? or paypal?

If you are talking about accepting payment, then you would need paypal or a merch acct. If you are talking about refilling a prepaid Visa card, then that can be easily done by calling the customer service number on the back of the card and refilling the amount on the card but using a separate credit card number.
